Agency Works on Emergency Alert System

By the end of 2007, the Homeland Security Department expects to be able to send emergency alerts to cell phones, web sites and PDAs to warn Americans of impending disaster. The system will also involve warnings on cable TV and satellite radio, in an update on the alerts planned during the Cold War. In 1951, President Truman created the US's first alert system, which required radio stations to broadcast on certain frequencies during emergencies.
